Comprehensive guide for issuing central and state certificates on e-District portals. ₹8 Lakh income threshold rules for OBC Non-Creamy Layer and General EWS 10% reservation.
Income, Caste, Domicile (Niwas), and Economically Weaker Section (EWS) certificates are foundational statutory credentials required for central and state government recruitment, reservation benefits under Article 15 & 16 of the Constitution, university admissions, and fee-reimbursement welfare schemes. Issued under the authority of the Tehsildar, Sub-Divisional Magistrate (SDM), or District Magistrate, digital issuance through state e-District portals has eliminated arbitrary delays.
Quick facts
| Issuing Authority | Tehsildar / Sub-Divisional Magistrate (SDM) / Revenue Dept |
|---|---|

Step-by-step process
Determine Jurisdiction & Certificate Format (State vs Central Format)
Ascertain whether you require the certificate for State Government benefits (state counseling/recruitment) or Central Government exams (UPSC, SSC, IIT-JEE, NEET, Central Universities). Central formats must strictly adhere to the Government of India Department of Personnel and Training (DoPT) prescribed proforma mentioning specific notifications.
Understand the ₹8 Lakh Income Calculation Formula
Under DoPT guidelines for OBC Non-Creamy Layer (NCL) and EWS, the gross annual family income from all sources must not exceed ₹8,00,000 for the preceding three financial years. For OBC-NCL, income from agriculture and salary of parents is statutorily excluded when determining creamy layer status. For EWS, total gross family income from all sources is counted.
Apply Online via State e-District / RTPS Portal

Ground Verification by Lekhpal/Patwari and Revenue Inspector

Common mistakes to avoid
- Submitting State Format for Central Exams: Providing a state caste certificate for UPSC/NEET counseling instead of the central prescribed DoPT format.
- Maternal Caste Proof: Producing mother's or maternal uncle's caste certificate; under Indian jurisprudence, child inherits father's caste status.
- Expired Financial Year Certificate: Using an OBC-NCL certificate issued in a previous financial year; central exams require certificates issued on or after April 1 of the ongoing financial year.
- Incorrect Family Unit in EWS: Omitting income of parents, spouse, or siblings under 18 years when calculating family income for EWS.
Frequently asked questions
What is the validity period of a Central EWS Certificate?
A Central EWS Certificate is valid for one Financial Year following the financial year of family income on which it was assessed. For central exams, it must be issued on or after April 1 of the ongoing recruitment year.
Does owning agricultural land disqualify a family from EWS reservation?
Yes. Under DoPT criteria, if the family owns 5 acres or more of agricultural land, or a residential flat of 1,000 sq. ft. or above, they are excluded from EWS reservation, regardless of annual income.
What is the validity period of an OBC Non-Creamy Layer (NCL) Certificate for central jobs?
For Central Government employment and admissions, an OBC-NCL certificate is valid for 1 Financial Year (from 1st April of the financial year of issuance to 31st March of the following year). It must be issued based on the income of the preceding three financial years.
Is agricultural income counted in the ₹8 Lakh limit for OBC-NCL?
No. As per DoPT OM No. 36012/22/93-Estt.(SCT), income from agriculture and income from salaries are excluded when calculating the ₹8 Lakh ceiling for OBC Non-Creamy Layer.
Can a married woman claim caste certificate based on her husband's caste?
No. A person's caste is determined strictly by birth. A married woman must apply for a caste certificate based exclusively on her father's caste and ancestral lineage, never her husband's.
How can I verify the authenticity of a digitally issued e-District certificate?
Every digital certificate features a unique Application Number / Certificate ID. Visit your state's e-District portal and click 'Verify Certificate' or scan the printed QR code with a smartphone camera to view the live government database record.
