Step-by-step procedure for Fresh & Re-issue Passport under Normal and Tatkaal schemes on passportindia.gov.in. Annexure affidavits, ECR vs Non-ECR proof, and mPassport Seva verification.
An Indian Passport is the preeminent sovereign travel document and global proof of identity and citizenship issued by the Ministry of External Affairs under the Passports Act 1967. With passport modernization through Post Office Passport Seva Kendras (POPSK) and automated mPassport Police Verification, obtaining a fresh passport or Police Clearance Certificate (PCC) for employment or migration has become standardized and transparent.

Step-by-step process
Register on Official Portal & Determine ECR vs Non-ECR Category
Register an account on passportindia.gov.in (beware of fake fraudulent lookalike portals). Choose whether you qualify for Non-ECR (Emigration Check Not Required). Any applicant who has passed Matriculation (10th standard) or holds higher educational qualifications, pays income tax, or is a child under 18 years is automatically eligible for Non-ECR status by submitting their 10th marksheet or ITR acknowledgment.
Fill Application Form Online & Choose Normal vs. Tatkaal
Fill the online application carefully. Enter your full name, parents' names, and residential addresses exactly as they appear in your supporting documents. In Normal mode, police verification occurs prior to passport dispatch. In Tatkaal mode, the passport is printed and dispatched within 1-3 days on an expedited basis, and police verification takes place on a Post-issuance basis.
Pay Government Fee & Book PSK / POPSK Appointment
Make the mandatory online fee payment (Credit/Debit Card, UPI, or SBI Net Banking) to schedule your appointment at your preferred Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK). Download the Appointment Confirmation receipt with ARN (Application Reference Number).
Attend In-Person Appointment at PSK (Counters A, B & C)
Arrive at the PSK 15 minutes prior to your reporting time with original documents and one set of self-attested photocopies. At Counter A, your biometric fingerprints, digital signature, and high-resolution camera photograph are recorded. At Counter B, documents are verified by Verification Officers. At Counter C, the Granting Officer reviews eligibility and grants passport approval.
Police Verification via mPassport App & Speed Post Delivery
For Normal applications, the local police station conducts verification within 7-15 days through the mPassport Police App. Once verified, the Central Passport Printing Facility dispatches your passport via India Post Speed Post with live SMS tracking.

Common mistakes to avoid
- Concealing Previous Applications or Passports: Failing to disclose a previous lost, expired, or rejected application attracts heavy statutory penalties up to ₹5,000 under Section 12 of the Passports Act.
- Address Discrepancies: Giving an address where you have resided for less than 1 year without listing previous addresses.
- Pending Criminal Proceedings: Failing to disclose summons, FIR, or criminal cases in court results in immediate impounding of the passport.
- Using Unofficial Fake Portals: Making payments on fraudulent websites mimicking passportindia.gov.in.
Frequently asked questions
What should I do if police verification report is marked 'Adverse'?
If the police report is marked Adverse, the Regional Passport Office (RPO) issues a formal Show Cause Notice. You must schedule an RPO Inquiry Appointment on passportindia.gov.in and appear before the Passport Officer with original identity and residential proofs to clear the objection.
How fast is a Tatkaal passport delivered after the PSK appointment?
Under Tatkaal scheme, passports are typically dispatched within 24 to 72 hours via Speed Post, and police verification is conducted post-issuance (Post-Police Verification).
What is the difference between ECR and Non-ECR passports?
ECR (Emigration Check Required) is for applicants who have not passed 10th standard, requiring clearance to work in 18 notified countries. Non-ECR (Emigration Check Not Required) is for applicants with 10th pass or higher qualifications, allowing travel without emigration clearance.
Can I get a Tatkaal passport if my address has changed?
Yes, provided you have valid acceptable address proof matching the new residential address (such as updated Aadhaar, electricity bill, or bank passbook).
What is a Police Clearance Certificate (PCC) and when is it required?
A PCC is an official certification issued by the Passport Office confirming you have no criminal records in India. It is mandatory for long-term work visas, permanent residency (PR), and student visas for foreign countries.
What documents are required for a minor child's passport?
Original Birth Certificate of the child, parents' original passports (with spouse name endorsed), parents' Aadhaar cards, and signed Annexure 'D' consent.
